This memorandum was drafted as a result of a survey project on “Parents’ Perceptions and Expectations towards Inclusive Education”, conducted by Asia Community Service and Bold Association for Children with Special Needs, Penang in 2011.  

The possibilities of successful inclusion are evident in many developed nations. It is hoped that the circulation of this booklet will shed some light on the current situation and how the education of children with disabilities can be improved. By understanding the issues of educating children in mainstream settings, teachers, schools and educational systems can be more prepared to meet the challenges.
